A 300 mm BLC layer, or the 12-inch commercial reference, does not determine total excavation depth. Design must account for the entire pavement structure.

The September 2020 InnovAct study provides a 30-year pavement comparison case. Its assumptions must be updated to prepare a current estimate.

Medium-scenario result

Discounted life-cycle cost decreases from C$861,541 to C$794,691 per 3.75 m lane-kilometre, about 7.8% lower, excluding excavation. Initial cost is higher in that scenario.
